Abstract

This essay presents reflections on the reform of Mexico’s health system, focusing on the challenges of access to the First Level of Care and the opportunities to move toward an integrated Primary Health Care (PHC) model. The analysis draws on scientific literature, complemented by the author’s academic experience at a public research institute in Mexico. The essay argues that the country has the opportunity to implement meaningful changes to strengthen democracy by ensuring health protection for all citizens. In conclusion, the analysis emphasizes the importance of expanding the entry point, jointly constructing the National PHC Policy, and implementing additional changes that support the MAS-BIENESTAR model. It emphasizes the critical need for the state to make sustained investments and for collaboration among workers, researchers, students, managers, the population, and social movements to ensure that health becomes a universal right, free from disparities based on employment conditions.
