Abstract

This research is aimed at analyzing the decision-making process of the National Committee for Health  Technology Incorporation in the Unified Health  System regarding the recommendations for the  incorporation or not of drugs into this system. This is  a study that focused on the analysis of the decisions  made in the period from 2010 to 2015. The following  data production strategies were used: document  analysis, interviews and non-participant observation  of plenary meetings. The data analysis revealed three  types of rationalities present in the decision-making  process of the National Committee for Health  Technology Incorporation in the Unified Health System: technical-sanitary rationality, economic  rationality, and political rationality. In practice, the  solid legislation that guides the evaluation of the  demands of technology incorporation in the Unified  Health System has determined the predominance of  technical-sanitary rationality.
